VC-71 is a revised State Planning Policy Framework for implementing the Melbourne 2030′s update – Melbourne @ 5 million that empowers State Government and VCAT to fast-track high density developments in metro Melbourne. More translated technical information – click here.

Why are residents concerned?
VC71 dis-empowers Council and local communities to have any say in high rise developments in Activity Centres and along public transport routes.
VCAT is also being given special powers to review projects over $5mio – there is presently a pilot for empowering VCAT with this fast-tracking authority over Councils and local communities. This also means VCAT can even veto over State Planners – see this Herald Sun news article.
